Inclusive Smart Mobility: Global Licensing Frameworks for Commuters with Disabilities

Accessible transportation ecosystems that support a range of human abilities are necessary to achieve equitable social inclusion in contemporary smart cities. However, typical driver license structures present systemic obstacles for those with neurodevelopmental problems and physical limitations. In order to find crucial operational gaps in licensing systems for individuals with disabilities, this systematic review assesses assistive technologies and international regulatory frameworks. In order to benchmark current institutional practices, vehicle adaptations, and specialized testing methodologies, we comprehensively analyzed 34 peer-reviewed publications using the PRISMA protocol. The results show that flexible, data-driven evaluation paradigms are urgently needed in place of strict, non-inclusive medical norms. Urban transit networks may greatly improve excluded groups' autonomy and access to jobs by including intelligent vehicle adaptations, specialized simulators, and inclusive digital governance rules. In the end, this study offers legislators and transportation planners a fundamental road map for creating intelligent, accessible, and equitable municipal mobility infrastructure.
